Nana Toshi Monogatari: Hokkyokukai Sensen

The year is 2099 and Earth's axis has shifted, leading to catastrophic natural disasters that drastically reduce the population. Eventually, only two million moon colonists remain, who are concerned that the survivors on Earth might pose a threat to their own safety. This concern prompts the colonists to create a defensive satellite system around Earth to contain the repopulated areas.
