As a first step, Ranpo and Atsushi Nakajima aim to convince Genichirou Fukuchi, the leader of the Hunting Dogs, to grant them amnesty, citing his past connection to Yukichi Fukuzawa. However, Fukuchi's true intentions remain uncertain, as he is not the straightforward individual he appears to be.
